Just put more attribute points into Health to help out, especially for the first 20 levels or so. The early levels are usually pretty tough, no matter which difficulty setting you're trying out, there are plenty of tips that could help, but since it's your first play-through you should play to discover. Ice wolves are much stronger than most enemies for their level, so yes, they're a tough problem while low level! At level 6 or higher, ice wolves can start to spawn in icy regions (though normal wolves are still in the pool of possible enemies).
Many "weak" spawn locations spawn wolves, and if you're level 5 or lower, it will be a normal wolf (or 3) or pit wolf (or 3). First, enemy types spawn at set locations based on your player level in most cases.
